From 15. April 2018 – from the mandatory introduction of the EKR – only the contracting entities having a registration approved in the EKR are entitled to initiate any public procurement/concession procedures and procedures according to Section 117 of the Public Procurement Act and only the economic operators having EKR-registration can be called up for participation/tender.
The organization registration platform is accessible to everyone. The EKR does not restrict the users in registering any organization. Furthermore, the EKR does not request, either that the organization shall be registered by its legal representative. Therefore, the organization can be registered by any of its members.
After the organization registration, several persons may join the respective organization and dependently from the setting of the authorizations, they may carry out different procedure acts. The requests for accession may be initiated under “Accession to the Organization” and it may be approved by the user having the super user authorization of the organization and this person is entitled to set the EKR authorizations of the new user.
The user registering the organization shall automatically become the member of the organization and simultaneously with it the first super user of the organization. Therefore, it is not necessary for this person to carry out a separate accession. (One organization may have more super user simultaneously.)
